New Zealand Introduces Six-Stage Assurance Reviews for High-Risk Investments

From 2 November, New Zealand’s Investment Decision Assurance policy introduced six mandatory lifecycle review points for high-risk government investments. Agencies must assess project risk and allow at least 14 weeks before planned Cabinet consideration to complete the review process and address findings. No separate compliance fee was announced. The framework creates opportunities for legal advisers, governance specialists and risk consultants. HPC can support regulatory monitoring, compliance research and project-assurance planning.
